Apply patches for recent CVEs to Debian Bookworm

  • Apply patch to fix CVE-2024-52308 (Closes: #1087883)
  • Install prerequisites needed for Salsa CI build
  • Update CI to include a full package build based on the latest template
    Gbp-Dch: Ignore
  • Always run the include, but only run the test_the_archive job under Go-Team
  • Apply patch to fix CVE-2024-54132 (Closes: #1089120)
  • Apply patch to fix CVE-2024-53858 (Closes: #1088808)
  • Update changelog for 2.23.0+dfsg1-1.1 release

This is a backport of the patches for gh for several CVEs recently published and should be added to bookworm-updates,-security as discussed in bug #1087883.

This also includes changes to fix the Go CI and add in the standard Debian Salsa CI to the run. Currently, all patches have been added to the master branch and are awaiting a release. Once they make it into testing, we can submit this branch for release to bookworm.
