Fix some issues reported by lintian

• Update lintian override info to new format: (mismatched-override)
• Use secure URI in debian/watch.
• Use secure URI in Homepage field. (homepage-field-uses-insecure-uri)
• Remove 3 obsolete maintscript entries in 3 files.
• Update renamed lintian tag names in lintian overrides. (renamed-tag)
• Set upstream metadata fields: Bug-Database, Bug-Submit, Repository, Repository-Browse, Security-Contact. (upstream-metadata-file-is-missing, upstream-metadata-missing-bug-tracking, upstream-metadata-missing-repository)
• Fix day-of-week for changelog entries 5.6.0-1, 5.004.02-1. (debian-changelog-has-wrong-day-of-week)
• Remove field Priority on binary package perl that duplicates source. (installable-field-mirrors-source)
