Switch from webkit2gtk 4.0 to 4.1
@sunweaver We are trying to stop building the 4.0 version of webkit2gtk. The 4.1 version is the same except that it uses libsoup3 instead of libsoup2.4
Nothing in Debian currently depends on libgtk3-webkit2-perl so this should be safe.
