Make package descriptions generic so they apply equally well to Debian derivatives

I've just synced php-defaults into Ubuntu, and noticed that we previously had s/Debian/Ubuntu/ in debian/control{,.in} in our delta. It's not worth maintaining a delta just for this, so I wondered if you'd be happy to make the description generic to avoid confusion. I think my suggestion works equally well for Debian.
