Update compiler flags

Christian Göttsche requested to merge cgzones/php:harden_cflags_8.4 into debian/main/8.4
  • drop manual setting of optimization and debug generation flags; handled by dpkg
  • also export flags for C++ objects
  • build with fortification level 3, supported since glibc 2.34 and GCC 12
