Style fixes for the debconf-devel(7) man page

Richard Hansen requested to merge rhansen/debconf:man-page-style into master

Apply the suggestions in man-pages(7) and man(7):

  • Wrap examples in .EX/.EE so that they are rendered in a fixed-width font without full justification.
  • Indent the examples using .RS 4.
  • Use bullets instead of asterisks for bulleted lists.
  • Use "1.", "2.", etc. for enumerated lists.
