Add from upstream: d/p/fix-stream-time-when-stream-starts-paused.patch
Please consider applying this upstream patch (to be released in PulseAudio 17.0): It causes GStreamer applications with pulsesink to have a long delay when the stream starts in paused state and goes to playing state. The timespan between paused and playing is repeated silently when starting to play. This potentially affects all GStreamer applications using pulsesink. Upstream bugs are noted in the patch header, I haven't found corresponding Debian bugs.
Branch builds fine locally in pbuilder, Lintian fails as it did before. No new Lintian warnings introduced.
