Fix some issues reported by lintian

Set upstream metadata fields: Contact.
Bump debhelper from old 10 to 12.
Remove obsolete fields Name, Contact from debian/upstream/metadata.
Set debhelper-compat version in Build-Depends.
Set upstream metadata fields: Repository-Browse.
