Upgrade to 2.16.3

Hi,

I'll upload the 2.16.3 version in Ubuntu for Noble as the 2.14 is explicitly not compatible with Python 3.12. Also, the new version apparently brings APT deb822 support, which will be needed as we'll be using that format by default in 24.04.

Please tell me if you want me to open MRs for the pristine-tar and upstream/latest branches.
