Fix some issues reported by lintian

Remove empty debian/patches/series.
Use secure URI in Homepage field.
Bump debhelper dependency to >= 12, since that's what is used in debian/compat.
Set debhelper-compat version in Build-Depends.
Set upstream metadata fields: Repository, Repository-Browse.
