This merge request updates to the upstream stable release 5.1.0, closing grave bug #1038111.

Package files have been reviewed and tweaked to conform with Debian Policy Manual version 4.6.2.

The pytest unit tests included with upstream have been enabled during build.

Please note that I am a newcomer to Debian packaging, so any corrections or feedback will be well received.
