[debian/master] Update PlatformIO to 6.1.18
This is part of a MR series updating PlatformIO to v6.1.18.
This request updates the debian/master branch.
Notable packaging changes:

- Patch: Disable PlatformIO telemetry by default
- Patch: Remove PlatformIO RevaSync Advertisements
debian/rules: Install (link) udev rules from PlatformIO upstream.
