NMU 0.9.6-1.1 to eliminate dependency on Epydoc

This is tied to bug #933617. It eliminates the build dependency on python-epydoc by removing the API documentation. I also incorporated a couple of other small changes to minimize the diff with master on salsa, but I kept the format of the changelog from the released package vs. what's in master (it doesn't look like salsa was updated when the package was actually released).
