Update to version 1.3.0

A new tag based on the upstream 1.3.0 is created which removes the vendorized dependencies, as done for the previous upstram tag. A missing runtime dependency is also added, and the patch is refreshed for the newest version.

Tested with python3 in sid chroot via the fabric reverse dependency, which appears to work fine.
