New upstream release: 11.0.0

Diego M. Rodriguez requested to merge diegom-guest/python-kubernetes:master into master

Package the new 11.0.0 upstream release, which should close #954381. Along the way, I included the patch from #891019 (note I manually set the author of 5187ebbb to Corey Bryant in an attempt to give proper credit; and also pruned some extra dependencies and tweaks.

I could not verify that the changes also close #959621 - hopefully will also be the case.
