New upstream version 21.7.0

Imports upstream release 21.7.0 and updates the packaging repository to account for the upstream repository moving to a different GitHub organization. Upstream and pristine-tar branches are also updated on my fork repository, not sure if I can somehow attach those to this merge request. Thanks!

This is outdated. A newer version is in unstable.
