Akin to python3-setuptools-scm, python3-poetry-dynamic-versioning (in NEW) is a utility to generate your version dynamically from the VCS. Since we can't use this feature directly in Debian packages, we need to set the POETRY_DYNAMIC_VERSIONING_BYPASS environement variable automatically for packages to build properly.
