Add python3-flit-scm to list of build-dependencies requiring SETUPTOOLS_SCM_PRETEND_VERSION

Build-depending on python3-flit-scm breaks because it depends on python3-setuptools-scm, and that can't find the SCM version during the Debian build. This patch adds this package to the list of those requiring SETUPTOOLS_SCM_PRETEND_VERSION to be set.
