introduce profile dpt-dep14
Since current DPT profile is using a custom version of DEP-14 with debian/master instead of debian/latest, introduce a new DPT profile that strictly follows DEP-14. This way, maintainers can use "dpt" or "dpt-dep14" depending on their preferences.
