These patches should not by default affect the current building of the EDK2 packages.
The first patch parameterizes the install path making changing that, when needed, a little easier and the second allows more easily building the debug target.
The third patch I needed because for some reason ./debian/edk2-vars-generator.py did not have the executable bit set when building. This change makes having that bit set irrelevant.
