docs: Update manpages for Quassel 0.13.0, cleanup

In brief

  • Update manpages to document new options since Quassel 0.7.1 release
    • Include section on environment variables
  • Reorganize slightly for easier reading

quassel represents an amalgamation of the options for quasselclient and quasselcore, hence splitting the options into different sections.

This may need further cleanup, e.g. standardizing format. I'm open to feedback and I've allowed commits from members who can merge.
