WIP: Buster backports

Here you have a buster-backports branch. It's based on current master, but including those changes required for buster-backports, from the changelog:

  • Rebuild for buster-backports.
    • Relax okteta, kdevelop-pg-qt and extra-cmake-modules b-d
    • Remove qlogging categories files as they are generated in ECM >= 5.59
    • Do not consider knsrc directory.
  • Enable test build, added linitian-overrides accordingly.
  • Build against clang/llvm 8.

There may be for sure things to improve. Just let me know and I'll see how I can address them. I targeted the MR towards qt-kde-extras repo master branch as in there there is no buster-backports branch. Regards,
