Expose test symbols even in nocheck. (Closes: #1086783) + d/watch + Standards-Version
nocheck is not allowed to change the contents of a binary package, so test-related items that get shipped in the package need to be built (but not run) even with nocheck. (noinsttest exists if you do need a profile that drops such items, but probably isn't worth implementing in most packages.)
For a build log with nocheck, see https://salsa.debian.org/rnpalmer-guest/kxmlrpcclient/-/jobs/6754208 , but I don't recommend actually uploading that version.
The red CI is a certificate error on your snapshot server, unrelated to this package.
The d/watch fix should inform you that there is a newer upstream release, 5.116. I don't know whether this is worth packaging, but Ubuntu have already done so.
