New upstream release (23.08.1).

Jesse Rhodes requested to merge sney/libkcddb:v23.08.1 into master

Needed to update k3b package. Some symbols dropped and file locations changed but other rdepends (soundkonverter & tellico) are unaffected by these changes. Good day to still have some CDs and a computer with a drive that can read them. 😄
