plasma-phonebook 24.02.0

Some of the builds are failing, IMO we're hitting #1081514. I think so, because libcurl4-gnutls-dev is at the moment available on sid:

• version 8.10.0-1 for arm64 and i386 architectures (whose build is failing)
• version 8.9.1-2 for amd64 (where it's building correctly)

Draft because package is not yet tested: will look into building locally an arm64 package using libcurl4-gnutls-dev from trixie...
