autopktests: skip test runs on ppc64el

The problem isn't reproducible yet, and there are also no reports that cppcheck itself does not work on ppc64el, see #1099986.

Skip autopktests runs on ppc64el for now.

Thanks to @elbrus for feedback how to handle this.
