Add JavaScript warning when attempting to create a request in the past

While not strictly forbidding it, SPI discourages making requests for expenses in the past. This commit adds a confirmation request in JavaScript.

I don't know if this matches the policy of other projects. If necessary, I can make it an option in the settings.
