Add OSS-Rebuild under tools

OSS-Rebuild is a suite of tools for originating, validating, and augmenting build attestations. One of the tools is stabilize whose purpose is to make builds reproducible by removing nondeterminism. Hence I propose documenting the tool under the docs.
