Add gfx1201 to experimental build targets

Cordell Bloor requested to merge cgmb/pkg-rocm-tools:gfx1201 into master

This is the architecture of the Radeon RX 9070 XT, Radeon RX 9070, and Radeon AI PRO R9700. It is identical to gfx1200 in all but name, so once we update the fallback architecture logic in the HIP Runtime and various architecture-specific libraries, it will be sufficient to enable support on all RDNA 4 GPUs.
