d/rules: remove unnecessary options and variables

There are a number of options and variables that are set in the rocrand rules that are not required for building. Further cleanup will be possible after the rocrand package can depend on the changes in rocm-hipamd!1 (merged), but the changes I've made in this PR do not depend on any changes in rocm-hipamd.
