Drop extra environment variables

cgmb/rocrand:drop-extra-variables into master

These variables were only needed because hipcc and clang don't look in Debian paths by default. That problem is addressed by a set of patches for the Debian copy of hipcc 1, which makes it unnecessary to work around the problem within the rocrand package.
