Fix for Debian Bug #983924

I have now tracked down the webpack.js issue as described in #983824 (first patch of this MR). The other patch fixes an issue when people remove ~git/.cache entirely (which I did for debugging) and re-run dpkg-reconfigure gitlab (or dpkg --configure gitlab if gitlab postinst failed before).
