we don't test these currently because the test suite has shown itself
quite flaky in the past with these components, doesn't make sense to
keep them around (should have been done last release)

these require a mysql database or redis cache store, which are not
provided currently as part of the tests due to intermittent failures

ruby-activerecord is still needed for the sqlite tests

Patch has been forwarded upstream, same for MySQL.

This removes patches which are no longer relevant because we're now
invoking tests using a custom Gemfile, or because the test is not
runnable on Debian anymore (for-core patch).

This refactors the test script to bypass the upstream Gemfile which
requires many gems which are not available/packaged in Debian, and there
is no way to bypass these requirements since "bundle exec" expects all
the gems to be present in the environment.

The new Debian-tests specific "ruby-tests.gemfile" is added, listing
dependencies for tests, and is loaded via the BUNDLE_GEMFILE envvar.

The invocation of "script/parallel-tests" is modified to exclude many
tests for which the required bindings are not available in Debian. The
build dependencies are adjusted accordingly.

And lastly the MySQL is run after the other tests.

with Debian dir 7e245e63f055c1485d98406ba77d178089170b9a

+ ruby-moneta: Add :any qualifier for ruby dependency.
