build.sh autopkgtest support for extra-debs

it would be great for NEW packages and bigger transitions if the extra-debs passed to build.sh would also automatically be passed to autopkgtest called via sbuild. not sure yet how that would easily be done, but I intent on taking a closer look at minidebcamp on Friday.
