kmon - a kernel activity monitor

I'm currently looking into packing kmon, a Kernel Activity Monitor. I'm completely new to rust, so please double check everything.

I already packed some missing deps in !100 (merged), now here's kmon itself. The excludes entry is just to ignore an example C file, which isn't really necessary. I also had to update termion to 1.5.5, maybe @infinity0 can take a look at it as well since it's he maintains the package as far as I see it.

I would need a sponsor for both uploads as well.
