sapling-streampager: drop lru 0.16 to 0.12.3 downgrade from relax-deps.patch

Edit to the existing relax-deps.patch removing the hunk that downgraded lru from "0.16" (upstream's constraint) to ">= 0.12.3" (a workaround installed when lru 0.16 wasn't in Debian).

Part of the rust-lru 0.12 to 0.16 transition (bug #1117785).
