Hi rust team!

I have been starting to figure out how to do some packaging for rust in debian, together with @diegoe-guest.

The plan is to get to package https://wiki.gnome.org/Apps/Podcasts , which is listed on debcargo-conf's TODO.rst.

I have started with one of its dependencies that is not yet on debcargo-conf, diesel-migrations.

This MR is about that dependency.

Please let me know:

  • if the changes look good, and
  • if I should create an ITP for podcasts.
