Initial packaging for libnotcurses-sys, the Rust wrappers for notcurses. Closes #972542 (yes, I know I shouldn't open DBTS ITPs for Rust stuff in the future, sorry).

I've also packaged the testing dependencies, serial_test_derive and serial_test.
