This PR adds packages for markdown and its dependency pipeline.

My interest in seeing these crates packaged for Debian is that they are dependencies of elan.

I have no prior experience of Rust or packaging crates for Debian, but hope I have followed the instructions correctly.

I am a Debian Developer, but have not run ./release.sh as I am not a member of the Debian Rust packaging team.
