Add cervine

Hi. This is my first attempt at packaging a Rust crate for Debian, so please do look closely. This is one of the dependencies of hippotat. This is an easy one to start with :-).

Without the fix to #993633 the control file has rather-long summary descriptions. What's the right way to handle this? Can I upload using my locally-built debcargo? That seems rather odd...
