libnotcurses-sys: 2.1.8 -> 2.4.1

libnotcurses-sys hasn't been updated since the Bullseye freeze; this brings it up to 2.4.1, the last version before it was extracted from the main Notcurses repository.

Actually, my bad, this was not fine. debian/copyright.debcargo.hint was updated so you need to make the corresponding change in debian/copyright. I've done it myself now but you should remember this for the future.

The package is now at 2.4.7. Since it's not critical to any other packages, I will not upload 2.4.1 right now. If you want to update it again please file another MR.
