proc-quote: new upstream version

This should fix the autopkgtests, which have been broken in Ubuntu for a while, holding up a good chunk of the Rust ecosystem.

I didn't know if I was supposed to create the empty RFS file, since this is a MR, not a direct push.

yeah for the RFS and push directly to the repo ;)
