Changed readme from rst to md

I wanted to get my feet wet with contributing to debian-rust so I thought I would start with something small.

I noticed that the README was not in markdown format. I decided to change that since it will look a lot better when rendered on gitlab.

If you happen to like these changes, I'm happy to do the same for other projects in the debian-rust sphere.
