helvum: new package

mooff requested to merge mooff/debcargo-conf:master into master

Thanks to count_omega for help on IRC. They mentioned there is an existing ITP but in the meantime the work for packaging its dependencies has been mostly done (if not all done :-)

Hopefully I can pass the baton but grab a build if this goes through CI 🙂
