chain_build: honor EXTRA_DEBS

Fabian Grünbichler requested to merge fg/debcargo-conf:mr/chain-build-extra-debs into master

which can be helpful to inject system lib packages, for example.

note that the description already says that EXTRA_DEBS would be passed through to build.sh, but it is currently always overriden by chain_build.py ..
