readme: Add quilt to packages that should be installed on host system

Wolfgang Silbermayr requested to merge silwol/debcargo-conf:readme-add-quilt into master

quilt is used to maintain the patches of many packages in this repo, so it should be installed on the host system. Discovered this when attempting to rebuild a package on a newly installed Debian 13 host.

I have push permissions on the main repo, but prefer to let others have at least a quick look, hence the MR.
