simple_logger (update to v4) & rdeps (required by fun_time (new) for czkawka_core 6.1)

For fun_time !591 (merged) autopkgtest to pass, it is required to update to simple_logger=4 because otherwise most tests would fail.

simple_logger rdep is winit. It actually has a relax_deps patch which sets it to v1 instead of v4. I think it is safe to just remove that part of the patch.

To rebuild winit with simple-logger=4 there are many dependencies. They are not all yet in that command. REPACKAGE= dev/chain_build.py simple-logger=4 polling calloop $OTHER_DEPS cursor-icon winit

jamessan suggested a patch for fun_time, so update of simple_logger is not required ATM.
