asahi-bless: new upstream release
This MR updates asahi-bless to v0.3.0. I checked that the new version builds (it has a new dependency on clap 4, which already is in unstable) and works. The addition of section in [packages.bin] was required by debcargo to avoid a FIXME in d/control.
Edit: as per @ah's request, I updated the source's copyright attribution. I also added d/RFS.
