trawld: new upstream release

Trawl is the resource manager the Regolith Desktop Environment uses to manage configurations on the Wayland session. It is supposed to be an independent session replacement for xrdb. trawld is a simple daemon that stores these configuration resources and provides a DBus interface which allows clients (notably trawldb and trawlcat) to manage these resources.
