WIP: add RFS file to kernel32 since it's packaged and needed for notify 4

Alexander Kjäll requested to merge (removed):package-kernel32 into master

Because kernel32 is needed for notify 4, which is needed by ripasso.

Feedback from irc:

< infinity0> capitol: right, notify 4 should be patched to use winapi 0.3 instead of kernel32-sys
